Haslam says he favors stripping guns-at-Capitol provision
NASHVILLE (AP) - Gov. Bill Haslam said Monday that he favors House lawmakers stripping a provision inserted into a guns-in-parks proposal that would allow handgun carry permit holders to be armed on the grounds of the state Capitol.
The Republican governor told reporters following a Nashville event that the Capitol's safety and security officials have major concerns about the provision, "in terms of both the practical realities ... as well as the process."
The original guns-in-parks proposal passed the House 65-21 last Monday. Two days later, the Senate added the Capitol provision to the House version and passed it 26-7.
The legislation now goes back to the House, where lawmakers will decide whether to keep the provision or strip it. The measure was on the House calendar for Monday evening.
Haslam has expressed concerns about the guns-in-parks legislation in general.
If the proposal comes to his desk, with or without the p rovision, the governor said Monday that he hasn't decided if he will veto it.
The main goal of the bill is to strip city and county governments of the power to ban guns in parks, playgrounds and sports fields. Haslam has said some of the measure's language is confusing, such as what should happen in the case of parks that are used by schools.
"That's why it's best to have local governments make those decisions because they know what happens in the parks that they own," Haslam said.
