Obama to sign bill for vets, contractors

WASHINGTON (AP) — President Barack Obama plans to sign a bill into law Monday that represents a rare patch of common ground for Democrats and Republicans — helping veterans find work.

The legislation creates tax breaks for companies hiring jobless vets. It also beefs up job training and counseling programs.

The measure also repeals a 2006 law that would require the federal, state and local governments to withhold 3 percent of their payments to contractors. While the statute was supposed to pressure contractors to fully pay their taxes, lawmakers now say it withholds cash that companies could better use to hire workers.

In the evening, the president and first lady celebrate country music as part of their "In Performance at the White House" series.
